PlantManager SAGE: Choose the Right Level of FFS Analysis and the Right Tools to Do It

A fitness-for-service (FFS) assessment is not one-size-fits-all. The level of analysis you run—and the software platform you run it on—should match the complexity of the problem, the consequences of getting it wrong, and the resources available to do the work.

When an inspector returns from a vessel with wall thickness readings below the retirement thickness, the clock starts. Operations wants to know if the unit can run to the next turnaround. Maintenance wants to know what the repair scope is if it can’t. The engineer in the middle quickly needs a code-compliant, well-documented answer.

That decision in its various forms gets made hundreds of times a day across process facilities worldwide. Sometimes it’s a straightforward Level 1 screening against an API 579-1/ASME FFS-1 (API 579) thinning criteria. Sometimes a less conservative result is needed, and thus a Level 2 assessment will be employed instead. Occasionally, the geometry, damage, or consequences will not tolerate any conservatism, and the situation demands a full Level 3 evaluation which typically requires a finite element analysis (FEA).

The Three Levels of Fitness-for-Service: What They Are and When They Apply

API 579 organizes FFS assessment into three levels, each representing a different level of analytical and inspection rigor and a corresponding difference in conservatism. The three-level structure exists because FFS problems exist on a spectrum. A corrosion finding on a low-consequence atmospheric vessel is a very different engineering problem than a crack-like flaw on a reactor operating in hydrogen service at elevated temperature and pressure. The standard accommodates that spectrum by providing tools calibrated to the problem.

Level 1: Conservative Screening

Level 1 assessments use the most conservative criteria in the standard. They are designed to be fast, to require the minimum amount of inspection data, and to be accessible to plant inspectors or engineers  who are proficient with API 579 but do not specialize in FFS. The tradeoff is conservatism: equipment that fails a Level 1 screen is not necessarily unfit for service—it simply falls outside the screening limits that the standard uses as a proxy for detailed analysis. This is intentional and useful. A Level 1 screen that passes gives the engineer a documented, code-compliant basis for continued operation with minimal calculation burden. A failed screening offers clear direction: either move to Level 2 for a more precise evaluation, initiate repair, or de-rate the equipment. In either case, the Level 1 result has done its job.

For inspectors and engineers performing routine screening work such as thinning assessments, pitting evaluations, blister and HIC findings, and shell distortion checks, Level 1 is often the appropriate and sufficient level of analysis.

Level 2: More Precise, Less Conservative

Level 2 analysis applies when Level 1 screening indicates a finding exceeds acceptable limits, but engineering judgment suggests the equipment may still be serviceable. Level 2 methods use more detailed inputs (thickness measurements, inspection data, characterization of flaw geometry) and calculations to arrive at a less conservative result.

The practical implication is significant. In many cases, the difference between a Level 1 failure and a Level 2 pass is the difference between an unplanned shutdown and continued safe operation to the next scheduled maintenance window. The Level 2 assessment doesn’t change the physics of the problem; it provides a more accurate picture of it. Level 2 work requires stronger FFS competency than Level 1: a more detailed understanding of the damage mechanism, more careful handling of inspection data, and more rigorous calculation methods. For many damage types at Level 2, specialized software becomes a practical necessity rather than a convenience. The calculations are iterative, the input handling is complex, and the documentation requirements are demanding.

Level 3: Advanced Analysis for Complex Problems

Level 3 FFS assessments are reserved for situations where Levels 1 and 2 cannot provide a sufficiently accurate or technically justified result. Typical scenarios include components with complex geometry that falls outside the validity limits of the Level 1 and Level 2 methods, damage morphology that does not conform to the idealized flaw models in the standard, high-consequence equipment where the cost of conservatism (unnecessary shutdown, repair, or replacement) justifies the additional analytical rigor, and cases where Level 2 assessment is inconclusive despite sound engineering judgment that the component remains fit for continued service.

Level 3 almost always involves FEA, which models the actual stress state of the component with far greater fidelity than the simplified analytical methods used at Levels 1 and 2. FEA is not a routine engineering task and requires specialized knowledge to build an appropriate model, apply correct boundary conditions, and interpret results in the context of the FFS standard. Historically, this has meant engaging FFS specialists and waiting for results on a timeline that does not always align with operational needs.

One of the more significant developments in FFS software in recent years, however, is how cloud-native automated FEA tools have changed that calculus considerably. Another benefit of software is that consistency is maintained across analyses and reports.

Choosing the Right Subscription for Your Work

The right subscription is the one that matches your typical scope of work, with room to grow when that scope changes. A few practical considerations:

  • If your FFS work is primarily Level 1 screening—routine inspection follow-up, fitness evaluations for well-maintained equipment, or initial triage of inspection findings—the free subscription provides everything you need. The full Level 1 toolset, all 14 API 579 damage mechanisms, and select ASME design code calculators are available at no cost.
  • If you regularly encounter situations where a Level 1 screen fails and Level 2 analysis is needed to confirm fitness for service, or if your work includes piping stress, bolted joint analysis, or in-service welding evaluations, the Professional subscription is the appropriate tier.
  • If your organization manages FFS work across multiple engineers or facilities, needs Level 3 analysis capability, or wants to connect FFS results to a full asset integrity management system with RBI and inspection planning, Enterprise is the right starting point.

The free and Professional options are for single users, whereas the Enterprise licensing supports company-wide deployment with shared module access and single sign-on. A Note on the SAGE Engine

One thing that applies equally across all three subscription options is the calculation engine underneath them. SAGE has been in continuous development since 1991. The engineers who built it have been active participants in the API and ASME technical committees that govern the standards it implements, involved as contributors in reviewing proposed code changes, developing technical guidance, and in some cases authoring the sections of API 579 that PlantManager SAGE calculates against.

When the question is whether a result is code compliant with appropriate documentation, that provenance matters. FFS assessments are consequential engineering decisions.
